Susan C. Rocha, an esteemed attorney truly committed to public service and greatly loved by her family, friends and colleagues, has died. Her kindness, compassion, intelligence and wit will be missed. Susan, a native of San Antonio, was a 1982 graduate of The University of Texas School of Law, a 1976 graduate of Chicago State University where she received a Master's Degree in Urban Education and a 1973 graduate of the University of Dayton, Ohio. She graduated from St. Francis Academy in 1969. Susan was a partner with Denton, Navarro, Rocha, & Bernal, P.C., where she practiced municipal law. At the time of her death she was City Attorney for the Cities of Buda, Cibolo, Roma, and San Felipe and was general counsel to many other public entities. She assisted and mentored hundreds of elected and appointed officials and staff on issues affecting local government for over 25 years. She was an Assistant City Attorney for the City of San Antonio from 1985 to 1987. She served as Senior Intergovernmental Relations Officer for the U.S. Department of Housing and Urban Development under Secretary Henry Cisneros in Washington, D.C. and represented municipal interests at the state legislative level since 1989 when she served as First Assistant General Counsel for the Texas Municipal League in Austin. In 1992, Susan created the first Office of Municipal Affairs, charged with representing the interests of Texas cities in the Texas Attorney General's office. She is a former President of the Texas City Attorneys Association and is the immediate past President of the International Municipal Lawyers Association where she not only achieved the prestigious designation of Fellow, but was a close and passionate colleague of municipal lawyers throughout the nation. Susan taught at St. Mary's Law School and was a frequent contributor to the continuing legal programs at the University of Texas, State Bar of Texas and many other statewide conferences on local government issues. She started her career as a history and geography teacher. In addition to her distinguished legal career, Susan's personal life was marked by a devotion to travel, a love for hunting and fishing, and a passion for politics, art, culture and literature. Her memory is preserved in the minds of her nieces and nephews, as well as in the children of her friends and colleagues, who were inspired by her enthusiasm for life and her marvelous sense of humor. Susan is survived by her mother, Connie Rocha; her sister, Angela Rocha and her children, Sarah, Kati and Morgan Williams; her sister, Martie Enriquez and her husband Bob and their children Andrea, Vincent and Michael; her brother, John Rocha and his son Eli and her brother, Tom Rocha and his wife, Leesa and their children Luke and Erin. Susan was preceded in death by her father Rudy. She leaves an extended family of aunts, uncles, cousins, members of her law firm and friends around the world.
